Colleen Hafner

Terrell Carter

Executive Director

Terrell began his tenure with Rise in 2021 and brings over 20 years of construction, affordable housing development, non-profit management, and community engagement experience. He has held multiple positions within the construction and development industry including laborer, carpenter, home sales agent, property manager, and project manager.

He has served as the Executive Director for two non-profit agencies in St. Louis. The first being  a senior social service agency that improved the quality of life for older residents in north St. Louis City and southern Illinois. The second, a community development corporation in north St. Louis City that developed and managed affordable housing projects in addition to neighborhood improvement programs through a partnership with the City of St. Louis.

Outside of construction and non-profit management, Terrell served as vice president and chief diversity officer for a liberal arts university in southern Illinois as well as full-time professor and program director for a seminary located near Kansas City, KS. His introduction to community engagement occurred while patrolling north and south St. Louis City as a police officer from 1997-2002.

Terrell serves multiple communities as a member of the board of directors for the St. Louis Mental Health Board, Code 1 Wellness (an organization that provides mental health services, support, and counseling services for first responders, veterans, and their families), and the Rohan Woods School.

Colleen Hafner

CDFI Director

Colleen is Rise’s CDFI Director, a role she began full-time in 2021. In this capacity, she guides the CDFI’s lending and capitalization strategy and directs the growth of its operations. Colleen joined Rise in 2018 as a Project Manager, where she helped coordinate the real estate development process for Rise and its partners. Prior to joining Rise, Colleen was Asset Manager – Compliance for St. Louis Equity Fund, and Vice President of its affiliate CDFI, Gateway Community Development Fund, Inc. She has over 16 years of experience in the housing and community development finance field.

Colleen is on the Board of Tower Grove CDC and the Advisory Board for Enterprise Financial CDE, as well as a committee member for Northside Community Housing, Inc. She is a founding Board member of the Women’s Affordable Housing Network of Missouri (WAHN-MO) and is a former Director for the Community Builders Network of Metro St. Louis (CBN), a position she held for 8 years.

Angela Pinex

Credit Analyst

Angela Pinex joined Rise in 2022 as the Credit Analyst for Rise CDFI. In this role, she focuses on underwriting new loan applications, managing leads and inquiries about the loan programs, and overseeing portfolio performance as well as ongoing borrower communication. Prior to joining Rise, Angela served as the Executive Director for a local community development corporation and has experience with Community Reinvestment Act activities for a local bank. Her deep knowledge of community development from the real estate and financing perspectives lends critical expertise for our borrowers as they seek to grow their businesses in the St. Louis region.
